Milan Blind Spot Resolution – Safety for HGVs in Milan’s Area B

Heavy goods vehicles (HGVs) without blind spot detection systems or appropriate mirrors are no longer allowed to enter Milan’s Area B during peak hours (7:30 a.m. to 7:30 p.m., Monday to Friday).

Under Resolution 971/2023, vehicles operating in Area B must be equipped with advanced blind spot detection systems that monitor vulnerable road users near the front and sides of the vehicle. These systems issue real-time warnings to both the driver and the person at risk, significantly increasing awareness and reaction time.

The regulation also mandates the use of visual warning stickers on vehicles, alerting pedestrians and cyclists to the presence of blind spots and encouraging them to keep a safe distance.

Penalties for Non-Compliance of Milan blind spot

Vehicles caught operating in Area B without proper systems may face financial penalties and restricted access. This applies to commercial vehicles including N2 vehicles – goods vehicles up to 12 tonnes and N3 vehicles – goods vehicles over 12 tonnes.

What Fleet safety Systems Must Be Installed?

Blind spot detection systems that identify pedestrians and cyclists near the front and passenger side of the vehicle.
In-cab alerts to notify the driver immediately of nearby risks.
External warning messages for pedestrians, such as: “Caution: Vehicle in operation, do not approach.”
Blind spot warning stickers, no smaller than 17 cm x 25 cm, placed on both sides and the rear right-hand side of the vehicle at a height between 0.90 m and 1.50 m from the ground.

The increasing flow of commercial vehicles on Milan’s busy road network has raised concerns about road safety, particularly with regard to the danger of blind spots caused by trucks and lorries.

The Milan Blind Spot Resolution legislation was voted through by Milan City Council and comes after numerous fatal accidents involving trucks and cyclists. Now fully in effect, the legislation is part of Milan’s commitment to reducing fatal collisions involving trucks and vulnerable road users. The zone covered by the new rules is Milan’s Area B, where a Low Emissions Zone is already in place.

With the rise in commercial vehicle traffic in dense urban zones, clear visibility and proactive safety measures are now non-negotiable.

Milan sets the bar high, joining London’s Direct Vision Standard 2024, and Germany’s Turn Assist System (Abbiegeassistent). Other cities across Europe are expected to follow.
